Looks more like a burst balloon to me.

I agree, when it explodes, it does resemble a balloon, but it's strange before it gets to that point. I've never seen a foo fighter/weather balloon go boom, so I still haven't decided whether I believe it's an explosive, or simply a weather balloon. And oh the irony, if a balloon is all it is, considering all the phenomena that's blamed on weather balloons that clearly isn't lol
